Strategic Program Sponsorship & Governance
Advise executive leadership on program vision, priorities, and governance structures.
Support major programs decisions with independent assurance, benchmarking, and business case reviews.
Provide sponsors oversight to ensure the program aligns with State and federal policy objectives.

Funding, Financing & P3 Oversight

Devlop and evaluate funding strategies, Federal/State grant compliance, and financial planning.

Provide expert advisory on Public-Private Partnerships (P3/PPP), including risk allocation, commercial frameworks, and contract oversight.

Support negotiations with private investors, concessionaires, and lenders to safeguard value for money.

Monitor financial performance and compliance of P3 delivery agreements.

Strategic Delivery Office (SDO) Set-up & Operations

Establish and operate an SDO as the central hub for client-side governance.

Provide executive-level program reporting, decision support, and risk assurance to the sponsor.

Coordinate across Program Delivery Partner (PDP), Design Build Fund Operate Maintain (DBFOM), Alternative Contractors (AC), stakeholders, and regulators to ensure unified strategic direction.

Maintain issue escalation and resolution frameworks at sponsor level.

Major Project Client-Side Support

Act as the client-owners executive program sponsor advisor, ensuring program objectives are met.

Provide independent challenge and assurance on PDP, DBFOM, AC's, Consultant recommendations.

Support client-owner stakeholder negotiations with Federal/State Agencies, Legislators. and City/Regional bodies.

Deliver strategic communications support for public, political, and funding stakeholders.

Risk, Value, & Commercial Advisory

Provide independent oversight of program risks, opportunities, and commercial strategies.

Lead value-for-money reviews, funding gap analysis, and investment assurance.

Advise on long-term asset management, O&M strategies, and revenue planning.
